As a result of harmonisation efforts regarding the supplier quality management system requirements, ISO/TS 16949:1999 (based on ISO 9001:1994)was first released in 1999. The aim was to form a globally recognized automotive sector requirements document.

 

In March 2002, the revised version of ISO/TS 16949 (based on ISO 9001:2000) was released. Suppliers which were registered to OEM requirements (such as QS-9000:1998, VDA 6.1) were subject to respective deadlines to ugrade to ISO/TS 16949:2002.

 

Upon the release of ISO 9001:2008 in November 2008, ISO/TS 16949:2002 is subject to revision once again. The new specification is called ISO/TS 16949:2009 and is released as of 15.06.2009.

 

ISO/TS 16949:2009 is based on ISO 9001:2008. Similar to the case of ISO 9001 revision, ISO/TS 16949:2009 does not introduce new or changed requirements (shall statements).

 

It is composed of :

-ISO 9001:2008 requirements (Note that ISO/TS 16949:2002 was based on ISO 9001:2000) and

-Sector specific (automotive) requirements.

 

Consequently : the differences can be analysed through :

1.       ISO 9001:2008 versus ISO 9001:2000

2.       Automotive specific requirements of ISO/TS 16949:2009 versus that of ISO/TS 16949:2002

 

1. ISO 9001:2008 versus ISO 9001:2000

2. Automotive specific requirements of ISO/TS 16949:2009 versus those of ISO/TS 16949:2002

- References to “IATF Guidance” and “ISO 9004” are ommitted (0.3.1, 8.5.1.1), revision status of referenced standards are updated (ISO 9000:2005 etc.)

- The term “quality” is replaced with “conformity to product requirements” in various elements (5.5.1.1, 6.2.2.3, 7.4.3.1, 7.4.3.2)

 

The revised text of ISO/TS 16949:2009 will need to be implemented no later than 120 days after the release (15.06.2009) of the specification.

 

The existing internal auditors can conduct ISO/TS 16949:2009 internal audits, if they are informed (through internal/ external means) about the differences of the new edition.

 

The existing ISO/TS 16949:2002 certificates will remain valid for the certification life.

The organizations are allowed to request the replacement of their existing certificates to ISO/TS 16949:2009 certificates at the surveillance audits, while it is not mandatory.

In my personal opinion, FAQ no.2 and FAQ no.3 require special attention (namely, “how to treat a supplier which has common ownership with the organization” and “how to proceed if the organization doesn’t provide all the required information prior to the audit”)
